NC Septic System Information

Most, if not all NC rural properties across the country use septic systems for waste water that comes from the home.

In McDowell County the Rutherford Polk McDowell District Health Department is the place to go in order to obtain a permit. They can be contacted at 828-652-2921.

APPLICATIONS ARE PROCESSED IN THE ORDER RECEIVED

BEFORE THE PROPERTY CAN BE EVALUATED, THE FOLLOWING ITEMS MUST BE COMPLETED:

1. A surveyor's plat of the site (or tax map) must accompany this application showing the following drawn on it: the proposed building (decks, porches, garages included), driveway, water supply, surface waters, easements or rights of way and other pertinent features.

2. You will also need a Pre-Permit Authorization form showing a PIN # (Parcel Identification Number) from the Tax Assessor's Office.

3. Property lines and house/mobile home corners must be clearly field marked on the site, with furnished ribbons.

4. Property must be reasonably clear of undergrowth or obstacles that prohibit a thorough site evaluation.

5. Please display the orange Health Department sign furnished in a visible spot at roadside to aid in site location.

6. Site considerations may be affected by other ordinances, i.e.: flood plain or watershed, zoning, planning board restraints, restricted land use, etc., and the building inspector should be contacted prior to the health department evaluation to see if any ordinances are applicable.


IF YOU NEED ANY INFORMATION REGARDING SEPTIC TANK SYSTEMS YOU WILL NEED TO SEE AN INSPECTOR OR CALL AN INSPECTOR. Inspectors are only in their office for one hour in the morning between 8:30 AM – 9:30 AM. Inspectors are in the field the rest of the day doing septic tank site evaluations, septic tank final inspections, sanitation inspections of all public facilities, collecting water samples and meeting with contractors or customers at the site.

PLEASE COMPLETE “APPLICATION FOR SITE EVALUATION” FORM. MAKE SURE TO ANSWERALL QUESTIONS, SIGN AND DATE THE APPLICATION AT THE BOTTOM OF THE PAGE. TURN THEAPPLICATION OVER AND DRAW A ROAD MAP TO THE SITE. IT IS A N.C. STATE LAW THAT A PLAT OF THE LAND or a TAX MAP FROM THE TAX MAPPING DEPARTMENT MUST ACCOMPANY THIS APPLICATION. (SEE EXAMPLE SITE PLAN ON PAGE 2.)

IMPORTANT: BEFORE GOING TO THE BUILDING INPECTION DEPARTMENT BE SURE YOU HAVE AN IMPROVEMENT PERMIT for your septic tank from the Environmental Health Services at the Health Department, and PRE-PERMIT AUTHORIZATION FORM from the Tax Assessor's Office.

The people at the Health Department are really great to work with.
You will find that the local people are very helpful and good hearted folks.

HAVEN HEIGHTS NEWS LETTER Vol 1


This is our very first NEWS LETTER. It is being brought to you in order to give an insight as to what is happening at the Haven Heights Subdivision near Marion, NC. We are very excited about our progress and our plans for the future.


NEW HOME CONSTRUCTION HAS STARTED

Lots 90, 95 and 102 have homes under construction. Several other lot owners have put in driveways and cleared a building pad for their homes. The home on lot 90 is nearing completion.






The house on lot 95 is coming right along. If anyone is interested in receiving information about the home building companies that are working in our development please contact Fred Vaccaro at fred@whitnelproperties.com and he will gladly get that info to you!






Here is the house on lot 102. We have met some new builders recently. Contact Fred about them.

WE HAVE JUST PURCHASED MORE LAND
We just purchased 40 acres of land adjacent to lots 66 through 72. This new land has a beautiful pond that will be common property for all to use. The lots on this parcel have been surveyed and the roads will be going in very shortly. If you are interested in lots near the pond or know someone that may want a lot in the new area please let us know. These lots will probably go fast so don’t delay!

COMMON AREA NEXT TO CREEK FINISHED

Our maintenance crew has just finished grooming the COMMON AREA next to the creek. It looks great! This area is for all to enjoy.

The grass has started to get green and the leaves have turned colors. These pictures were taken in November of 2007.




MAGIC CREEK LANE COMPLETED

The road crew has finished the road that will access the lower lots along the creek in the valley
between Phase III and Phase IV. There are some lovely lots in this area—very secluded and quiet! Some of the lots have the creek running through the middle and some have the creek at the property line. This is a really nice section of Haven Heights. It is also close to the common area that is shown above.

HAVEN HEIGHTS IS STILL A FAMILY RUN DEVELOPMENT

Haven Heights was started by Joy Nash and Chuck Whitnel in 2005. Chuck has been a friend of the family for so long that we all feel he is a family member. He and Mark Nash (Joy’s son) have been buddies since they were five years old.



Mark was the driving force behind getting the initial project off the ground in the beginning. Mark is Joy’s son.






Fred and Gail Vaccaro moved from San Jose California in December of 2004 and they became North Carolina Real Estate Brokers right after they moved to NC. Gail is Joy’s daughter. Both have been helping Joy with the daily duties of selling and managing the development since early 2006. Fred helps with the sales of lots as well as overseeing road construction, subdivision maintenance and security. Gail handles the general bookkeeping and mortgage process as well as selling lots.
